Acting PM Addresses Sensitive Decisions

Phumtham Withholds Details

On August 6, 2025, Acting Prime Minister Phumtham Wechayachai declined to confirm reports about cabinet decisions on acquiring additional Gripen fighter jets and a new submarine engine, citing the classified nature of the information. Speaking at Government House, the former defence minister acknowledged that ministers discussed the issues on August 5 but stated that final details are still pending, emphasizing the need for secrecy due to ongoing Thai military operations.

Submarine Engine Replacement Plan

Overcoming Procurement Hurdles

Reports suggest the cabinet approved the Royal Thai Navy’s plan to replace the German-made MTU396 engine for its S26T Yuan-class submarine with a Chinese CHD620 diesel engine, following Germany’s refusal to supply it due to an EU embargo on weapons sales to China. The engine issue stalled the submarine project in 2021, with 7.7 billion baht paid across 10 installments and 5.5 billion baht still outstanding. This decision aims to revive the project, which is 64% complete, to bolster Thailand’s naval capabilities.

Air Force Modernization Efforts

Gripen Jet Procurement Approved

The cabinet reportedly greenlit the acquisition of four Gripen E and F fighter jets to modernize the Royal Thai Air Force’s fleet, building on the recent deployment of JAS 39C/D Gripens in border operations against Cambodia. This marks the first combat use of the Swedish-built jets, underscoring their strategic importance. The procurement aligns with Thailand’s long-term plan to enhance air defense capabilities amid regional tensions, though Phumtham avoided elaborating due to operational sensitivities.

Balancing Transparency and Security

Classified Nature Limits Disclosure

Phumtham’s reticence reflects the delicate balance between public transparency and national security, particularly as Thai forces are engaged in active border operations. The cabinet’s discussions, held behind closed doors, signal a cautious approach to military modernization amid economic and geopolitical challenges. As Thailand navigates these sensitive procurement decisions, the focus remains on strengthening defense capabilities while maintaining discretion to protect ongoing operations and national interests.
