Thailand’s DE-fence Platform: The New Weapon Against Call Centre Scams

Thailand is taking a firm stand against the rising wave of call centre scams. The Digital Economy and Society (DES) Ministry has unveiled DE-fence, a cutting-edge platform set to revolutionize the fight against fraudulent calls and deceitful texts. Slated for launch in early 2025, this initiative aims to protect citizens while tightening regulations on telecom providers and scam operators.

What Is DE-fence and Why It Matters?

A New Era in Scam Prevention

The DE-fence platform will serve as the public’s first line of defence against call centre scams, providing tools to:

  • Flag suspicious numbers: Alerting users about potentially harmful calls and texts.
  • Analyze risk levels: Helping users make informed decisions before responding.

Addressing a Growing Concern

Between October 2023 and September 2024, over 330,000 tech crime cases were reported, with losses totaling 37 billion baht. This staggering figure underscores the urgent need for robust preventive measures.


How DE-fence Works

Multi-Agency Collaboration

DE-fence isn’t just a solo effort. The initiative brings together:

  • Telecom providers: Ensuring compliance with annual SMS service re-registration.
  • Law enforcement: Utilizing databases from the Royal Thai Police and the Anti-Money Laundering Office.
  • Regulatory bodies: Partnering with the National Broadcasting and Telecommunications Commission (NBTC) and the Anti-Online Scam Operation Centre (AOC).

A Three-List System for Call Safety

To simplify scam prevention, DE-fence categorizes numbers into three lists:

  • Black List: Numbers flagged as criminal—immediate blocking recommended.
  • Grey List: Numbers under suspicion, often from international or unknown sources.
  • White List: Verified contacts from government and trusted organizations.

Features of the DE-fence Platform

Real-Time Protection

  • Suspicious SMS Link Checker: Users can verify URLs before clicking.
  • Instant Reporting Tools: Submit scam reports online for immediate action.
  • Fraud Account Hotline: A hotline to freeze accounts linked to scams, enabling swift police intervention.

Telecom Integration

The DE-fence platform will continuously sync with telecom databases, ensuring users have access to updated information about mobile numbers.

Deputy Prime Minister and DES Minister Prasert Jantararuangthong emphasized the importance of proactive measures:
“Our DE-fence platform leverages cutting-edge technology and multi-agency collaboration to combat telecommunication fraud effectively.”
