Landmines and Crime on the Agenda

Thailand is preparing to address landmine clearance and transnational crime at the next General Border Committee (GBC) meeting with Cambodia, scheduled within a month from August 7, 2025. Deputy Defence Minister Nattaphon Narkphanit emphasized these priorities following a recent GBC session in Malaysia. The talks aim to foster peace and security along the Thai-Cambodian border, with Thailand advocating for joint efforts to tackle pressing issues like illegal crossings and scam networks, critical for regional stability.

Cambodia Joins Bilateral Discussions

A significant step forward in the August 7 meeting was Cambodia’s participation in bilateral talks, a shift from its previous reluctance, as noted by Gen Nattaphon. During discussions with Malaysian Prime Minister Anwar Ibrahim, both nations reaffirmed ASEAN’s role as a neutral observer, resisting external interference from powers like the United States or China. This milestone strengthens Thailand’s diplomatic approach, grounded in international law and consensus, fostering cautious optimism for future negotiations despite ongoing trust challenges.

Trust Gaps Hinder Progress

Despite progress, Cambodia has not fully endorsed Thailand’s proposals for cooperative landmine clearance and combating online scams, citing national defense concerns. Gen Nattaphon highlighted mutual distrust as a key barrier, noting that Cambodia perceives landmines as integral to its security strategy. Thailand, in turn, has not accepted some Cambodian counterproposals, complicating negotiations. These hurdles underscore the complexity of achieving consensus, requiring persistent dialogue to bridge differences and advance shared goals.

By maintaining transparency with observers and leveraging the GBC secretariat’s efforts, Thailand aims to build trust and secure actionable outcomes, reinforcing its commitment to a safer, more cooperative border region.
