Thai Oil Plc Calls for Swift Resolution of Unpaid Wages at Chon Buri Clean Fuel Project

Thai Oil Plc (TOP), Thailand’s largest oil refinery, is taking a firm stand for the resolution of unpaid wages affecting workers at its Clean Fuel Project (CFP) in Chon Buri. With operations set to enhance Thailand’s oil production capacity, TOP is pressuring its construction partners to address wage disputes that have sparked protests on site.


Thai Oil Plc Demands Resolution on Unpaid Wages at Chon Buri Refinery Project

TOP is calling for urgent intervention from the parent companies of its construction partners to address overdue wages for workers at the Clean Fuel Project. This issue has disrupted operations and led to worker protests demanding fair payment.


Understanding the Issue: Wage Disputes at Chon Buri’s Clean Fuel Project

TOP entrusted the project to the Unincorporated Joint Venture (UJV), a coalition of major construction firms Petrofac South East Asia Pte Ltd, Saipem Singapore Pte Ltd, and Samsung E&A (Thailand) Co Ltd. However, issues arose when UJV subcontractors reported non-payment of wages despite TOP’s regular payments to UJV.

Communication with UJV for Urgent Resolution

In response to the ongoing wage issue, TOP issued a formal letter to UJV and its parent companies, demanding prompt resolution. Bandhit Thamprajamchit, the CEO and president of TOP, emphasized the responsibility of UJV and its affiliates to support workers and suggested that if UJV is facing cash flow challenges, its parent companies should intervene financially.


Pandemic-Related Challenges and Contract Adjustments

The COVID-19 pandemic reportedly impacted UJV’s ability to manage and execute construction activities effectively from 2020 to 2022. To counteract these setbacks, TOP agreed to a contract amendment in 2021, granting an additional budget of $550 million and extending the construction timeline, which underscores the complexity of managing large-scale refinery projects.

Subcontractor Protests and Worker Advocacy

Since mid-July, subcontractors organized under the Federation of Subcontractors of TOP Refinery, CFP Project, Si Racha, have been protesting, seeking the wages owed to them for work completed. This collective action reflects growing concerns over worker rights and payment assurance within large-scale construction projects.


Project Significance: Clean Fuel Project’s Role in Advancing Thailand’s Refining Capacity

Scheduled for completion in 2025, the CFP is a cornerstone project designed to increase TOP’s refining capacity and boost output of high-grade, environmentally compliant oil products such as Euro 5 diesel and jet fuel. The success of the project not only represents an advancement in Thailand’s energy sector but also a shift towards more sustainable fuel standards.


Moving Forward: Thai Oil Plc’s Commitment to Workers and Project Success

TOP is pushing for transparent and timely payments to subcontractors, emphasizing the importance of financial accountability in all project operations. With a focus on bringing advanced fuel production to Thailand, TOP aims to resolve the current wage dispute swiftly, upholding both worker welfare and the project’s timeline.

As TOP navigates this challenge, the company remains committed to its mission of delivering high-quality fuel to meet Thailand’s growing energy needs. By aligning project operations with sustainable fuel standards, TOP’s Clean Fuel Project aims to position Thailand as a regional leader in refining eco-friendly fuels.
