Ministry Considers Adjustments to 2024 Power Development Plan Amid Climate Concerns

Potential Revisions to the Power Development Plan

The Energy Ministry is contemplating significant adjustments to the 2024 Power Development Plan (PDP) to enhance Thailand’s long-term power supply management and strengthen its efforts against global warming. Prasert Sinsukprasert, the permanent secretary of the Energy Ministry, indicated that these changes are necessary due to ongoing disagreements among energy experts regarding the current plan.

Current Status of the PDP

The PDP is currently under review by the Energy Policy and Planning Office and will be forwarded for approval by the National Energy Policy Council, chaired by Prime Minister Paetongtarn Shinawatra. Despite having passed a public hearing, there are concerns regarding its feasibility and alignment with climate goals.

  • Concerns Over Power Demand: The PDP anticipates that Thailand’s power demand will rise to 112,391 megawatts by 2037, a significant increase from the current 51,000 megawatts. Critics argue that this projection may impose substantial investment burdens on the government.

Criticism of Renewable Energy Targets

Insufficient Commitment to Renewable Energy

Critics have expressed concerns that while the PDP aims to promote renewable energy, its targets are inadequate to support the government’s climate change initiatives. Under the current plan, renewable energy is expected to account for 51% of total fuel use by 2037, up from 20% at the end of last year.

  • Coal and Gas Reduction Goals: The plan also outlines a reduction in coal and gas usage from nearly 80% to 48%. However, critics believe these measures may not be aggressive enough to meet Thailand’s climate commitments.

Government’s Climate Change Goals

Commitment to Carbon Neutrality

Former Prime Minister Prayut Chan-o-cha announced at the 26th UN Climate Change Conference in 2021 that Thailand would adopt a more proactive stance on climate change. The country aims for carbon neutrality by 2050 and a net-zero target by 2065.

  • Future Announcements on PDP Adjustments: Mr. Prasert noted that Energy Minister Pirapan Salirathavibhaga will formally announce any adjustments to the PDP in the coming year.

Exploration of New Petroleum Sources

Upcoming Petroleum Exploration Plans

In addition to reviewing the PDP, the Energy Ministry plans to select both Thai and foreign companies interested in petroleum exploration and production in the Andaman Sea within the first quarter of next year.

  • Potential Discoveries Near Myanmar: Mr. Prasert indicated that there may be opportunities for discovering new petroleum sources near existing offshore gas fields in Myanmar.

As Thailand grapples with its energy needs and environmental responsibilities, ongoing discussions about the PDP and its alignment with climate goals are crucial. The potential adjustments reflect a commitment to addressing both immediate power demands and long-term sustainability. Balancing these priorities will be essential for ensuring a resilient energy future for Thailand.
