The forum aims to spark global discussions on the responsible use of AI and strengthen regional support for developing countries in addressing AI ethics and governance.

Thailand is exploring the creation of an AI training center in collaboration with UNESCO, focusing on supporting sustainable AI adoption in developing nations. The Electronic Transactions Development Agency (ETDA) is at the forefront of these efforts, advocating for governance frameworks and guidelines that balance innovation with responsibility.

Rolling Out AI Governance Frameworks
The Thai government plans to present AI governance blueprints to the Cabinet, ensuring public agencies stay ahead in this evolving digital era. Recently, ETDA introduced Generative AI (GenAI) governance guidelines to help organizations manage risks associated with AI tools, such as bias, privacy concerns, and ethical dilemmas.
Sak Segkhoonthod, senior advisor at the AI Governance Clinic, highlighted the importance of responsible governance:
“AI represents the second era of digital transformation. It has more benefits than risks. However, it should be carefully used with responsible governance.”
Current Legal Landscape
While Thailand has yet to draft AI-specific laws, existing regulations like personal data protection, intellectual property rights, and computer crime laws are stepping in to address emerging AI challenges. For sensitive sectors like healthcare, discussions on tailored regulations are gaining momentum.

A Growing Appetite for AI Integration
According to the AI Readiness Measurement 2024 survey, AI adoption among Thai firms rose from 15.2% in 2023 to 17.8% in 2024. With 73.3% of enterprises preparing to embrace AI, industries such as education, finance, commerce, and logistics are leading the charge.
However, there’s room for improvement in addressing ethical concerns. While only 16.5% of organizations have integrated AI ethics into their action plans, a promising 43.7% are exploring this critical area.
