Mobile Emergency Alert System Test Successful in Thailand

Thailand has achieved a significant milestone with the successful test of its advanced mobile emergency alert system, utilizing cutting-edge cell broadcast technology. The test, conducted in Bangkok with the collaboration of major telecom operators and the National Broadcasting and Telecommunications Commission (NBTC), confirmed that emergency alerts can now be delivered seamlessly to both Android and iOS smartphones. This breakthrough follows Apple’s recent rollout of cell broadcast support in iOS 18 for iPhone users in Thailand, ensuring broad device compatibility for rapid emergency communication.

Enhanced National Safety with Cell Broadcast Technology

The cell broadcast service, which requires a Cell Broadcast Entity (CBE) and Cell Broadcast Centres (CBCs), allows authorities to send location-specific alerts to all devices within a defined area. Unlike traditional SMS, cell broadcast messages do not require phone numbers and can reach large populations instantly without the need for users to download any applications. This system is currently supported by Android devices running version 12 or higher and iPhones updated to iOS 18, ensuring timely alerts during emergencies such as earthquakes, floods, and storms.

Collaborative Effort Between Government and Telecom Operators

The Department of Disaster Prevention and Mitigation (DDPM) is responsible for managing the CBE system, which serves as the central command for issuing alerts. Private telecom operators, including AIS, True Corp, and National Telecom, act as CBCs, broadcasting DDPM-approved messages through their networks. All three major operators have now installed the CBC system, marking a major step forward in Thailand’s emergency preparedness and public safety infrastructure.

Addressing Device Compatibility and SMS Integration

While the new cell broadcast system covers most modern smartphones, it does not support older 2G and 3G devices or iPhones that cannot be updated to iOS 18. To ensure no one is left behind, SMS alerts will continue to be used for those with unsupported devices. Currently, AIS and True Corp have a combined total of over 2.5 million users still on legacy networks, highlighting the ongoing need for dual alert systems as Thailand transitions to full digital coverage.

Three-Tiered Alert Categories for Comprehensive Coverage

The NBTC has categorized warning messages into three main types: national alerts, emergency alerts, and amber alerts. For earthquake warnings, the Meteorological Department and DDPM will send messages directly, while other disaster alerts will be coordinated through the NBTC and sent by telecom operators. This structured approach ensures that the public receives timely and relevant information tailored to the nature of each emergency.

Future Expansion and Integration with Digital Platforms

Looking ahead, the NBTC is exploring the integration of the emergency alert system with digital television networks, including the potential launch of a dedicated disaster warning channel. This multi-platform approach aims to maximize reach and ensure that both residents and tourists across Thailand are promptly informed during crises, reinforcing the nation’s commitment to public safety and disaster resilience.

Thailand Sets a New Standard in Emergency Communication

The successful test of Thailand’s mobile emergency alert system marks a pivotal advancement in national disaster readiness. By leveraging modern cell broadcast technology and fostering collaboration between government agencies and telecom providers, Thailand is poised to deliver rapid, reliable, and inclusive emergency communications to protect lives and enhance public confidence during critical events.
