On August 1, 2025, Thailand’s Deputy Attorney General Watcharin Phanurat announced that a controversial audio clip involving a conversation between Prime Minister Paetongtarn Shinawatra and Cambodian Senate President Hun Sen is being carefully evaluated as a potential international case. The Cyber Crime Investigation Bureau has escalated the matter to the Attorney General’s Office, which now holds sole authority. A task force, led by the Director of Cyber Crime Investigation Division 1, has been formed to guide the investigation, with prosecutors assessing whether the case warrants legal action.

A meeting between prosecutors and the Cyber Crime Investigation Division 1 took place to outline the investigation’s direction, including identifying key witnesses and considering whether to summon Prime Minister Paetongtarn for questioning. Calling Hun Sen to testify poses significant challenges due to his status as a foreign official. Watcharin emphasized that no charges have been filed, as the case remains at the allegation stage, with the Attorney General to determine if it merits further action or dismissal.

Audio Clip Fuels Public Division

The investigation stems from a complaint by Somkid Chueakhong, Deputy Secretary-General for Political Affairs, who alleges the leaked audio clip, initially a partial recording, caused division among Thais and threatened national security. The clip, capturing a June 15 conversation aimed at de-escalating Thai-Cambodian border tensions, included Paetongtarn’s critical remarks about a Thai general, prompting accusations that Hun Sen exploited the recording for political gain in Cambodia, further straining bilateral relations.

Diplomatic Efforts Under Fire

The audio leak follows heightened Thai-Cambodian border tensions since May, exacerbated by a skirmish that led to a Cambodian soldier’s casualty. Paetongtarn’s attempt to ease the situation through direct talks with Hun Sen backfired when the full 17-minute recording was released, intensifying scrutiny of her leadership. Police Major General Siriwat Deepo stressed that the investigation will adhere strictly to legal protocols, with evidence collection ongoing to address the clip’s impact on Thailand’s national interests and public trust.
