UN Security Council Calls for Restraint

Urging Peaceful Resolution

The United Nations Security Council convened a closed-door meeting in New York on Friday, urging Thailand and Cambodia to exercise maximum restraint and resolve their escalating border dispute through peaceful means. The 15-member council, joined by representatives from both nations, emphasized de-escalation and diplomatic dialogue to address the ongoing conflict without adopting a formal resolution.

Cambodia Must Halt Attacks

Thai Foreign Affairs Minister Maris Sangiampongsa, speaking at a Saturday briefing in Bangkok, underscored that Cambodia must cease its artillery strikes before meaningful talks can begin. He stressed the need for Cambodia to demonstrate genuine commitment to ending hostilities, reflecting Thailand’s firm stance on prioritizing peace while protecting national sovereignty.

Asean’s Role in Mediation

Support for Malaysia’s Proposal

The Security Council endorsed Asean’s potential role in facilitating dialogue, aligning with the Asean Charter’s principles of good neighborly relations. Maris expressed gratitude for Malaysian Prime Minister Anwar Ibrahim’s ceasefire proposal, which Thailand supports in principle, provided Cambodia shows good faith. Direct communication with Anwar highlights Thailand’s openness to regional cooperation in resolving the crisis.

Condemning Civilian Attacks

Violations of International Law

Ministry spokesman Nikorndej Balankura condemned Cambodia’s recent artillery strikes on civilian areas in Buri Ram, Surin, Si Sa Ket, and Ubon Ratchathani, which have caused significant casualties and injuries. He cited violations of the 1949 Geneva Convention’s protections for civilian infrastructure and medical facilities, underscoring the humanitarian toll of the conflict.

Exploring Legal Options

International Criminal Court Considered

When questioned about pursuing legal action against Cambodia at the International Criminal Court, Maris indicated that the Ministry’s Department of Treaties and Legal Affairs is reviewing the matter. This consideration reflects Thailand’s intent to explore all avenues to hold Cambodia accountable for its actions while seeking a peaceful resolution through diplomatic channels.

Commitment to Diplomacy

Balancing Defense and Dialogue

Thailand remains committed to constructive engagement with Asean partners and bilateral talks, as Maris reiterated the country’s openness to diplomacy. However, the ongoing attacks necessitate a cautious approach, with Thailand insisting on clear evidence of Cambodia’s willingness to de-escalate. The Security Council’s call for peace reinforces the international community’s hope for a swift end to the conflict.
