Exposing a Political Smokescreen

Exiled Cambodian opposition leader Sam Rainsy has accused former Prime Minister Hun Sen of using anti-Thai rhetoric to mask fears of his regime’s collapse. In a statement on June 28, 2025, Rainsy claimed Hun Sen’s three-hour televised tirade against Thailand was not driven by patriotism but by panic over Thailand’s crackdown on cross-border criminal networks. These networks, allegedly tied to Chinese syndicates, are said to be a critical financial pillar for Hun Sen’s regime.

Criminal Networks Under Threat

Thailand’s Crackdown Intensifies

Rainsy highlighted Thailand’s aggressive efforts to dismantle cyber-scam operations along the Cambodia-Thailand border, which he estimates generate $12 billion annually, nearly half of Cambodia’s GDP. These illicit operations, reportedly controlled by Chinese mafia groups, face unprecedented pressure from Thai authorities, threatening the financial stability of Hun Sen’s regime. This crackdown, Rainsy argues, is the true source of Hun Sen’s hostility toward Thailand, not historical border disputes.

Historical Tactics Repeated

Nationalism as a Distraction

Rainsy pointed to Hun Sen’s history of leveraging nationalist sentiment to divert attention from domestic issues. In 2003, Hun Sen sparked deadly riots in Phnom Penh by fueling a fabricated controversy over a Thai actress’s alleged comments about Angkor Wat. Similarly, in 2011, he used the Preah Vihear temple dispute to shift focus from internal unrest. These instances, Rainsy claims, show Hun Sen’s pattern of using nationalism to shield his regime’s vulnerabilities.

Hun Family’s Wealth Scrutinized

Allegations of Corruption

Investigations have long documented the vast wealth accumulated by Hun Sen’s family and allies, often at the expense of Cambodia’s population. Reports indicate the Hun family holds overseas assets worth tens of millions, with some members securing European citizenship. Rainsy argues this systemic corruption has depleted traditional revenue sources like natural resources, pushing the regime to rely on illicit enterprises like cyber-scams to sustain power.

Paetongtarn’s Role in Tensions

Leaked Call Fuels Controversy

The current tensions stem partly from a leaked June 15, 2025, phone call between Hun Sen and Thai Prime Minister Paetongtarn Shinawatra, where she appeared to criticize a Thai military commander. The leak, confirmed authentic by both parties, has sparked public outrage in Thailand and accusations of betrayal against Paetongtarn. Hun Sen’s decision to release the full 17-minute recording has further strained bilateral ties, escalating the border dispute.

Regional and Political Implications

Cambodia’s Economic Dependency

Rainsy’s statement underscores Cambodia’s growing dependence on illicit revenue streams amid declining legitimate resources. The Thai crackdown not only threatens these funds but also exposes the fragility of Hun Sen’s regime, which has ruled since 1979. As Cambodia faces international scrutiny and Thailand pushes for regional cooperation to combat cybercrime, the political and economic fallout could reshape Southeast Asian dynamics, with nationalism masking deeper systemic issues.
