Four Disputed Areas Targeted

Cambodia has escalated its border dispute with Thailand by filing a case with the International Court of Justice on June 15, 2025. Prime Minister Hun Manet announced the move, seeking clarity on four contested zones: Tamone Thom, Tamone Touch, Ta Krabey, and Mom Bei.

Disputed Territories Named

Thailand and Cambodia Claim Areas

Cambodia identifies these areas as part of Oddar Meanchey and Preah Vihear provinces, while Thailand asserts they lie in Surin’s Phanom Dong Rak and Ubon Ratchathani’s Nam Yuen districts, referring to them as Ta Muen Thom, Ta Muen Toch, Ta Kwai, and the Emerald Triangle.

Emerald Triangle Conflict Zone

Recent Clashes Heighten Tensions

The Emerald Triangle, where Thailand, Cambodia, and Laos converge, includes the site of a May 28, 2025, skirmish between Thai and Cambodian forces. This incident has intensified the long-standing dispute, prompting Cambodia’s appeal to the ICJ for a legal resolution.

Cambodia Seeks Fair Demarcation

Future Generations in Focus

Hun Manet emphasized Cambodia’s desire for justice and clear border delineation to prevent future conflicts. The ICJ filing reflects Cambodia’s push for a permanent solution to ensure peaceful relations with Thailand for generations to come.

Thailand Rejects ICJ Jurisdiction

Prefers Bilateral JBC Talks

Thailand maintains that the ICJ lacks jurisdiction over the dispute, favoring resolution through the Joint Boundary Commission. The ongoing JBC meeting in Phnom Penh, entering its second day on June 15, 2025, aims to address tensions, though the disputed areas are excluded.

JBC Talks Show Promise

Positive Atmosphere Reported

Both nations reported a constructive atmosphere at the JBC meeting. Thailand’s Foreign Ministry spokesperson, Nikorndej Balankura, expressed hope for de-escalation, while Cambodia’s Lam Chea described the talks as smooth, signaling potential for diplomatic progress despite the ICJ filing.
