Thaksin Shinawatra Announces Cash Distribution Plan

Former Prime Minister Thaksin Shinawatra has confirmed that the much-anticipated 10,000-baht handout under the digital wallet scheme will commence in September. The initiative aims to prioritize vulnerable segments of society, including 13.5 million individuals identified as vulnerable and one million citizens with disabilities. This announcement was made during a recent dinner event hosted by the Nation Group.

Funding and Implementation Details

Financial Backing for the Scheme

The funding for this project will be sourced from the Additional Budget Expenditure Act and the central budget designated for the initial round of payments in September. For the subsequent round in October, Thaksin indicated that the fiscal year 2025 budget would be utilized. He emphasized that if the blockchain system, essential for executing the scheme, is completed by October, an additional group of up to 30 million participants will also receive their payments through digital wallets.

Economic Implications of the Digital Wallet Scheme

A Step Towards Digitalization

Thaksin highlighted that the implementation of this digital wallet scheme is crucial for advancing Thailand’s digital economy. He acknowledged existing opposition to the policy but underscored its necessity in preventing potential economic crises similar to past financial downturns. The scheme is designed to benefit individuals aged 16 and above who earn less than 70,000 baht monthly and possess less than 500,000 baht in their bank accounts.

The announcement marks Thaksin’s first public address since his release from imprisonment due to royal clemency earlier this week. He noted that details regarding eligible stores and spending locations under the digital wallet scheme have yet to be disclosed. The policy’s framework was revised following the ousting of former Prime Minister Srettha Thavisin, with Thaksin’s daughter, Paetongtarn Shinawatra, now leading the party.
